PingWind is a CVE certified Service-Disabled Veteran Owned (SDVOSB) that focuses on increasing the security and performance of our customer’s IT and operational assets. PingWind’s founders have extensive experience with both Management Consulting and IT Services. We leverage federal government, military and Fortune 100 experience, both international and domestic, to deliver results.

With an employee base of more than 200 employees across 30 states and 2 offices in Washington DC and Virginia, PingWind provides mission-critical services for our Federal Government partners.

PingWind completed the acquisition of Exeter Information Technology Services, LLC (Exeter) as of January 17, 2023. EITS is a wholly owned subsidiary of PingWind, Inc. PingWind is also a successor to Delta Research Associates (DRA), which was acquired and integrated in 2019.

Leadership

  • Aaron Moak

    CHIEF EXECUTIVE OFFICER

    Aaron leverages extensive military and private sector leadership experience to steward PingWind's growth and strategic vision. He served as an Infantry Officer in the US Army, leading soldiers in combat operations through two tours in Operation Iraqi Freedom. Aaron then worked at ExxonMobil in a variety of international and domestic leadership roles including operations, supply chain, strategy development and process improvement. He has a BS in Biophysics from The Johns Hopkins University and an MBA from the University of Maryland. Aaron is an Adjunct Professor at George Mason University, and Adjunct Instructor at The Johns Hopkins University Carey Business School, and volunteer for Boy Scouts of America .

  • Luis Ibarra

    CHIEF TECHNOLOGY OFFICER

    Luis brings over 20 years of experience with Fortune 100/500 companies in the technology industry bridging, designing, and integrating large-scale enterprise solutions for several highly successful government agencies. Luis is a US Coast Guard veteran and serves on the Advisory Council for the American Latino Veterans Association (ALVA) helping Latino veterans thrive and recognize their indispensable contributions. He earned a MSIT from Regis University where he graduated with honors and inducted into the Alpha Sigma Nu honor society – one of the highest honors awarded on a Jesuit campus across the world.

  • Jackie Adams

    CHIEF FINANCIAL OFFICER

    Jackie offers over 35 years of executive level progressive, cross-functional, Government contracting environment experience in strategic financial planning and the implementation of fiscal controls; prime contract and subcontract administration and management; business operations; human resources; and financial information systems. Bringing a wealth of compliance knowledge and expertise to the company to include an acute understanding of the FAR, DFAR, FTR, GAP, DCAA, CAS, and State and Federal Human Resources regulations, she is committed to fostering a culture of financial discipline, business acumen, and compliance across the organization. Jackie previously served as the CFO at Exeter Government Services; Sr. Director of Finance at Affiliated Computer Services; and the Director of Business Operations at Computer Data Systems, Inc. Jackie possesses a BS in Business Administration from George Mason University, and is a graduate of the Southern Methodist University Cox School of Business Executive Leadership Program.

  • Ronald Klash

    CHIEF ACCOUNTING OFFICER

    Ron has over 38 years of increasing progressive responsible experience in all Corporate financial and accounting activities, with over 36 of those years supporting the Government contracting industry. Duties have included financial reporting, transactional processing, cash flow monitoring, budgeting, taxes, M&A activity, accounting system integrations, development of and monitoring policies, procedures and internal controls, and coordination and successful completion of multiple external and Defense Contract Audit Agency (DCAA) audits. His positions have ranged from Staff Accountant to Controller to CFO for various Government Contractors, including Exeter Government Services, LLC, Creative Computing Solutions, Inc., Northrop Grumman Essex Corporation, ACS, Intellisource, Inc., and Hughes STX Corporation. He has a BS in Accounting from West Liberty State College.

  • Yoony Doh

    PRESIDENT - HEALTH/CIVILIAN MARKETS

    Yoony brings over 15 years of experience leading IT innovation initiatives across the Public Sector, specializing in software development, data analytics, and AI. He has supported numerous Federal customers including the VA, USDA, DOT, DoD, and DHS. Prior to PingWind, Yoony served as an Executive Vice President overseeing Operations for Halfaker and Associates, a government consulting firm acquired by SAIC in 2021. At SAIC, Yoony served as a Senior Director with P&L responsibility within SAIC’s Federal Health Division. He has a BS in Commerce from the University of Virginia.

  • Clarence Dingman

    PRESIDENT - DEFENSE MARKETS

    Clarence Dingman brings 20 years of operational and industry experience. For nearly a decade, Clarence built successful, multi-disciplinary teams supporting Department of Defense (DoD) requirements for IT services, Research, Development, Test, and Evaluation (RDT&E), Logistics, and Training for every branch within the DoD. Prior to his time in industry, Clarence served eleven years as an Army Officer in both the Infantry and later Special Forces with multiple overseas deployments. He earned a BS in Geology from Dickinson College and an MBA from the University of Maryland.

  • Weldon Regan

    EXECUTIVE VICE PRESIDENT - STRATEGIC PARTNERSHIPS

    Weldon Regan, brings extensive experience in managing and growing businesses in the government contracting market. He has served in numerous executive and managerial roles at IBM, SAIC and GDIT, in addition to small businesses. Weldon is a US Navy Veteran where he served as an Engineering Duty Officer, and later continued to serve in the US Navy Reserve. He has a BSEE in Electrical Engineering from the University of Michigan and an MSEE and ENEE from the US Naval Postgraduate School.

  • Jeff Vigne

    EXECUTIVE VICE PRESIDENT

    Jeff has over 30 years of leadership in business forecasting, marketing, strategic analysis, communications, and capture management. He has demonstrated skills in team building, process management, and marketing to both Federal civilian and Department of Defense agencies. Prior to joining PingWind, he served as Executive Vice President of Exeter Government Services, Senior Vice President for STG Inc. and Senior Vice President of Business Development for Decision Systems Technologies, Inc. (DSTI).  Jeff possesses a degree in Journalism from the University of Southern California. He is the former President and current Member of the Board of Directors of the National Institutes of Health, Friends of the Clinical Center. He is the recipient of the COL Robert L. Manning Achievement Award by the Adjutant General’s Corps Regimental Association and in 2022 commissioned a Kentucky Colonel by the Honorable Andy Beshear, Governor of the Commonwealth of Kentucky.

  • Martin Andrews

    VICE PRESIDENT - DEFENSE

    Martin Andrews is a highly experienced, solutions-oriented Project Management Professional with over 25 years of experience in the management and execution of hardware and software development, integration, and services contracts. His experience includes managing multiple and concurrent defense and civilian IT contracts, with a demonstrated record of successful management and completion of projects on time and on budget. In his additional role as our ITES-3S IDIQ Program Manager, Martin’s oversight of the EITS ITES-3S portfolio and proposal efforts has resulted in EITS being one of the contract’s most successful awardees.

  • Lucy Martin

    VICE PRESIDENT - GROWTH

    Lucy Martin brings 15 years of experience successfully leading government contracting sales efforts. She is skilled in developing and executing capture strategies to secure professional services and information technology contracts. Lucy has supported small, medium and large businesses and specializes in the health and civilian agency markets. She has a BA in International Affairs from James Madison University and a MPP from American University.

  • Efe Lind

    VICE PRESIDENT - CUSTOMER SOLUTIONS

    A creative, geeky, critical thinker, Efe has a passion for developing solutions to any problem. With almost a decade in federal contracting—and another in education—she can communicate complex technical concepts to any audience. Efe loves combining the rapid-turn, high-stress, and collaborative nature of proposals with innovative IT thought leadership to develop the best solution to any business challenge. Having supported VA and HHS on the program side, and led task order responses for a $1B health pipeline, she has a true passion for Federal Health IT. Her introduction to the health space was as a medical translator in college, where she earned a BA in Hispanic Studies and a BS in Kinesiology from the College of William and Mary.

  • Cari Lunenfeld

    VICE PRESIDENT - HUMAN RESOURCES

    Cari Lunenfeld has over twenty years’ experience as a human resources professional with an extensive background in human resources management, covering a broad range of HR disciplines. Her work experience encompasses non-profit healthcare, biotechnology, engineering, and information technology industries including small to mid-sized businesses, and Fortune 100/500 companies. Cari possesses the SHRM-CP Certification from the Society for Human Resource Management and a BA in Psychology from the University of Maryland, College Park. In her spare time Cari enjoys volunteering as a therapy team with her Golden Retriever, Chloe.

  • Julie Lorfano

    DIRECTOR OF CONTRACTS - HEALTH/CIV

    Julie Lorfano brings extensive experience in contracts management of professional services and information technology contracts in the government marketplace. She has served in numerous executive and managerial roles at Motorola, Oracle, and SRA, in addition to small businesses. Julie has specialized in the Federal DoD, Health, and Intel spaces. She has a BS in Mass Communications from Virginia Commonwealth University and a Master’s Certificate in Government Contracting from ESI/George Washington University.

  • Sue Green

    DIRECTOR OF CONTRACTS - DEFENSE

    Sue brings extensive cradle-to-grave contracts administration experience in the federal and commercial marketplaces that includes a wide-range of federal government agencies over her career. Most recently her focus has been DoD, DoED, VA, DHHS, and NIST prime and subcontracts. She provides expert FAR guidance and works closely with Program Managers to execute contracts according to terms and conditions. In addition to PingWind, she was Director of Contracts for Exeter Government Services and has held positions with Creative Computing Solutions, Affiliated Computer Services and Computer Data Systems.

  • Angie Campbell

    DIRECTOR OF PROPOSAL DEVELOPMENT

    Angie Campbell has two decades of experience in managing and writing large, multi-partner technical proposals for government agencies. Angie’s successful wins for multiple government agencies include VA (T4NG) and multiple task orders within Department of Education, Library of Congress (IT Consulting IDIQ), NASA (SEWP V), NIH (CIO-SP3 Ramp On) and US Air Force.

  • Tatiana Laszczak

    DIRECTOR OF QUALITY MANAGEMENT

    Tatiana Laszczak has over 15 years experience of leading multiple and concurrent Quality Assurance (QA) teams and initiatives in achieving and maintaining CMMI and ISO certifications. Her successful QA Management has ensured noteworthy enterprise-wide strengths during each appraisal with a focus on Process and Product Quality Assurance, Monitoring and Control, Internal Auditing, Planning and Risk Management Analysis. Her expertise includes an in-depth understanding of DoD program management by virtue of managing numerous contracts as a Project Manager while concurrently supporting all company Army and Air Force IDIQ reporting analytics. She has developed, implemented, and executed enterprise-level continuous process improvements and technical solutions throughout the course of her career. Her career is marked by her consistent team-player attitude and a determination to keep growing, learning, and tackling new challenges.

    ​Anthony Cordaro is the CEO of 356 IT Consulting and supports PingWind on a full time basis as the Department of Veterans Affairs (VA) Business Development Executive. Anthony has previously served in roles of increasing responsibility across many premiere Health IT service providers, with a focus on growth strategy, strategic capture and market intelligence.

  • Matt Swartz

    Matt Swartz is a partner at Pillsbury Winthrop Shaw Pittman LLP, where he is a subject matter expert on Mergers & Acquisitions. He has extensive experience advising middle market and technology companies through their growth and serving on a number of corporate boards, including several with successful liquidity events. Matt advises PingWind on long term strategic planning based on his experience with both technology companies and the government contracting industry.
